Q.What is CyberDome Project? Explain how it can be useful in controlling internet crimes in India

UPSC Mains 2019Internal Security

Introduction

The CyberDome project is an advanced technological research and development facility established by the Kerala Police Department. It was conceptualized as a premier center of excellence in cyber security, aimed at augmenting technological capabilities for more efficient and proactive policing. Operating as a high-tech public-private partnership (PPP), it fosters collaboration among diverse stakeholders in the cyber security domain to tackle digital crimes preemptively.

This initiative is highly significant given that India recorded a staggering 457% surge in cybercrime cases registered under the Information Technology (IT) Act, 2000, between the years 2011 and 2016.

Body Analysis

How CyberDome Can Help Control Internet Crimes in India

  • Building a Cyber-Resilient Ecosystem: The project plays a crucial role in preventing digital offenses by establishing a robust, threat-resilient environment across the nation to counter expanding cyber threats. By collaborating with academic institutions and private sector players, the government can keep pace with rapidly evolving technologies.
  • Online Police Patrol & Threat Intelligence: CyberDome functions as a virtual patrolling unit. Through specialized divisions like the Anti-Cyber Terror Cell and dedicated cybersecurity training wings, officers generate real-time intelligence on emerging threats and track fugitives by monitoring online footprints, including activities on social networking platforms.
  • Digital Registries and Financial Tracking: It establishes digital repositories for tracking stolen vehicles and lost travel documents. Additionally, it monitors online financial transactions to curb money laundering and block the flow of funds to suspicious or unlawful entities, while regularly issuing cybersecurity advisories.
  • Social Awareness and Child Protection: CyberDome incorporates specialized centers focused on spreading social media awareness, protecting children from online exploitation, monitoring internet traffic, and implementing Information and Communication Technology (ICT) for better service delivery.
  • Combating Financial Fraud: By collaborating with key financial institutions—including the Reserve Bank of India (RBI), commercial banks, payment gateways, and digital wallet providers—the project helps detect and mitigate online financial scams.
  • Ransomware Mitigation: Through its dedicated Ransomware School, the project analyzes, understands, and mitigates ransomware threats. It formulates standard operating procedures (SOPs) to handle attacks and educates both public offices and citizens on preventive measures.
  • Advanced Investigations: Leveraging cutting-edge information technology, CyberDome assists investigators in obtaining critical leads in complex, cyber-related offenses.
  • Snooping on Extremist Groups: The project utilizes social engineering as a core policing strategy to monitor and intercept radical groups utilizing digital platforms for extremist activities.
  • Countering Malicious Online Trends: CyberDome has successfully executed counter-propaganda campaigns against dangerous online games, such as the Blue Whale Challenge.

Conclusion

Recently, CyberDome initiated a covert cyber-surveillance and infiltration program targeting child pornography networks. This demonstrates that the project holds immense potential to curb internet crimes and serves as a model that should be replicated at the national level.
